What is a good photo software program for adding borders and text to photos?

Help, please. I need a good but inexpensive (or freeware) photo software program that adds borders and text to photos. This is for setting up ebay pages. I am new to it but want to get started and would love to know how some sellers pages look so good. I thought I'd try to figure it out for myself. Thanks in advance for any help!

1. Adobe Photoshop is the best software for handling photos... The latest versions CS2 and CS3 are more helpful and easy to use. I have learn in my own interest. The borders and adding text is easier in photoshop.
2. Less expensive than PhotoshopCS2 would be Photoshop Elements 5.0, can be found for under $100
3. I love when people suggest Photoshop for everything. Yes it is the best, however that person has selective understanding and by no way is Photoshop close to inexpensive.
