Photo editing? Are there any internet sites or cheap programs i can download cheap, (aka free) and easy? Just simple picture editing like coloring and effects. I'm quite confused as how to use GIMP..

Photo Editing.? I need to get a good photo editor. I like to be artistic and add things such as glitter and different objects and add frames. I would also like to be able to change the colors and make special effects. The problem is my parents don't think it's neccesary to pay $50 for a photo editor. So It needs to be a free one. But it needs to be good. I have tried photobucket but I can't seem to get it. And I have irfanview but it doesn't have things like frames or objects to add to the pictures. So please either give me really thorough instructions to help me use photobucket or give me ideas about pro photo editors such as my description. p.s I have tried looking it up on google and ask but I can't seem to find the right topic.
